Strategic Housing Market Assessment (SHMA)

Together, Rushmoor Borough Council, Hart District Council and Surrey Heath Borough Council form a single housing market area (HMA). National planning policy requires us to identify future housing needs across this area.  The Strategic Housing Market Assessment (SHMA) is an essential part of the evidence base in preparing local plans, and its purpose is to identify 'objectively assessed' housing needs across the housing market area between 2014 to 2032.  The study also looks at the need for affordable and specialist housing, as well as the requirements for different sizes of home.

Housing Needs Survey

This study provides evidence of housing needs in Rushmoor and was used in the development of the Rushmoor Plan and the Rushmoor Housing Strategy.

Strategic Housing and Economic Land Availability Assessment (SHELAA)

This is a technical study that identifies sites with housing and employment potential across Rushmoor.  We use it to demonstrate that there is a continuing supply of housing sites.

The inclusion of a site within the SHELAA does not mean that it will be allocated for housing or employment, or that planning permission would be granted if an application were submitted.

Five-Year Housing Land Supply

This document sets out whether there is a five-year supply of deliverable housing sites across Rushmoor to meet the Strategic Housing Market Assessment (2016) target.

Affordable Housing Viability Study

In 2009, we commissioned a joint survey with Hart District Council to consider the viability of requiring different levels of affordable housing.

Travelling Showpeople Accommodation Assessment (2008)

This document was commissioned by the Strategic Housing Officers' Group on behalf of local authorities in Hampshire, Southampton, Portsmouth and the Isle of Wight.

Rushmoor Gypsy and Traveller Accommodation Assessment (2012)

The Gypsy and Traveller Accommodation Assessment is an independent assessment of the need for Gypsy, Traveller and Travelling Showpeople accommodation in Rushmoor for the period 2012-2017.
