Consultation on the main modifications to the submitted plan

Our consultation on the main modifications of the Rushmoor Local Plan and its documents has now closed. Our six-week public consultation period was from Friday 7 September to Friday 19 October.

We have reviewed the comments we received and submitted them to the planning inspector. Please visit our Comments on the proposed main modifications to the draft Local Plan for more information and to read our response.

We expect that the issues raised during the consultation will be considered through written representations and that further public hearing sessions will only be scheduled in an exceptional case.

The inspector will take into account the consultation responses on the proposed main modifications when she makes her final conclusions on the plan's soundness and legal compliance.  We expect the inspector will publish her report towards the end of this year.

We consulted on proposed main modifications, appendices (policies maps modifications) and a sustainability appraisal report addendum. We also published a list of minor modifications, which were for information only.

Public hearings

Find out more about the public hearings for the Local Plan examination, which ran from 9 to 18 May, 2018, including detailed agenda for each day pdf icon matters and issues for examination [140kb] and links to further statements submitted by the council and participants in each session.

During the hearing sessions, the inspector issued pdf icon actions for the council [149kb] and the council published its pdf icon response [2Mb] on 18 June, followed by a pdf icon Statement of common ground with Farnborough Aerodrome Residents' Associaton (FARA) [477kb] on 20 June 2018.  The inspector sought responses only from the council on these actions.  

Submission of Local Plan and supporting evidence

We submitted the Draft Submission Rushmoor Local Plan 2017 for examination to the Secretary of State, via the Planning Inspectorate, on 2 February 2018.  

Along with the plan, we also submitted the proposed changes to the policies map 2017, proposed modifications to the plan and supporting evidence, including copies of all representations we received during the most recent public consultation on the plan, which took place between 9 June and 21 July 2017.

Planning inspector

The Planning Inspectorate appointed Inspector Louise Gibbons BA(Hons) MRTPI, in accordance with section 20 of the Planning and Compulsory Purchase Act 2004 (as amended), to conduct the examination and to determine if the plan is sound. 

The inspector published her pdf icon guidance note [234kb] on 5 March.

Programme officer for the examination

Ms Rosemary Morton was appointed as independent programme officer to help the planning inspector during the examination and to liaise with all parties, including the council, on an impartial basis.
