New Local Plan for Rushmoor

The new plan will be called the Aldershot and Farnborough (Rushmoor Borough) Local Plan and will apply to the administrative area of Rushmoor, as shown on the map on this page.

The new plan is being prepared under the revised plan-making system introduced by the Levelling Up and Regeneration Act 2023 and the Town and Country Planning (Local Planning) (England) Regulations 2026.

Timetable

On 3 March 2026, our Cabinet agreed the timetable for creating the new Local Plan.

We published the Local Plan timetable on 25 March 2026, and it has effect from that date.  We will review the timetable every month and will update it if necessary.

The timetable sets out the timeframe for the preparation of the new Local Plan, in line with the government's new 30-month local plan process and associated guidance. It will also be available to view in person at the Council offices and at Aldershot and Farnborough libraries.  Copies can also be made available to members of the public on request.

Our Local Plan timetable CSV file contains the information below and will be updated when we have made changes to the timetable and when milestones have been met. The data meets the government's statutory data standards and is provided under the Open Government Licence.

Matters for the new Local Plan

The matters which the new Local Plan will deal with are:

  • Allocation of sites for different land uses
  • Housing needs, including:
    • Different types of housing, such as affordable housing, care homes, student housing, pitches and plots for gypsies, travellers and travelling showpeople, and self- and custom-build housing
  • Economy and employment needs, including:
    • Different types of employment spaces, such as offices, industrial space, warehouse space and data centres
  • Retail, town centres and leisure needs
  • Infrastructure and community facilities, such as:
    • Transport, utilities, parks and green infrastructure, education, health care, libraries, community centres and sports facilities
  • Natural environment
    • Locally, nationally and internationally designated sites, trees and landscaping, and biodiversity
  • Historic environment
    • Locally and nationally listed heritage assets, and conservation areas
  • Climate change
    • Adaptation and mitigation, flooding and sustainable drainage
  • Design of development

Design code

The government recently consulted on a new draft Design and Placemaking Planning Practice Guidance document. Once it has published the final version of the document, we will make a decision on how to include design requirements within the development plan and provide an update here. 

Supplementary plans

We are not currently preparing any supplementary plans. If we decide to prepare any in the future, we will update this webpage with the details and timetable for their preparation.
