The new Local Plan will set out the long-term vision for Aldershot and Farnborough and how the towns and surrounding areas will grow and develop over the coming years.

A New Local Plan for Rushmoor

We've started preparing for a new Local Plan. It will be an important document and will set out a vision and framework for the future development of the area. It will help guide such things as the future of our town centres, the demand for different types of employment spaces and the infrastructure that our communities need

It will also cover the allocation of housing sites, which includes identifying sites for new homes, and set out planning policies which will be used to decide planning applications.

The new plan will be called the Aldershot and Farnborough (Rushmoor Borough) Local Plan. It will replace the current Rushmoor Local Plan, which was adopted in February 2019.

We need your views

Community input is essential for making sure that the new Local Plan reflects local needs and priorities, so we will be carrying out public consultations at each stage of the preparation process. This will give you the chance to share your views, raise concerns, and highlight what matters most for you and the community.

Timetable

We have published a local plan timetable which sets out the timeframe for the preparation of the new Local Plan, in line with the government's new 30-month local plan process and guidance on creating a plan timetable

Notice

We published our notice of intention to commence Local Plan preparation on 18 May 2026. This marks the start of the formal Local Plan preparation process.

Local Government Reorganisation

You may have heard that Rushmoor Borough Council, along with Basingstoke and Deane Borough Council and Hart District Council, will be replaced by a single unitary North Hampshire Council in 2028.

The new Local Plan, once adopted, will apply to the current Rushmoor area within the larger North Hampshire area, until such time that the North Hampshire Council prepares a new plan.
