Awarding a Star Rating:
To decide on the star rating and licence length, local authorities adopt a risk-based approach. They consider the:
- compliance history of the individual applying for the licence - whether they are low risk or high risk (new applicants have no compliance history and are considered high risk)
- animal welfare standards the individual follows - whether they have minor failings, follow minimum standards or already operate at a higher standard
The outcome of the risk-based approach determines the star-rating awarded and the length of the licence granted or renewed. Please note: All new and renewed licences granted sufficiently meet animal welfare standards at the time of inspection.
Animal activity star rating system
Low risk
Any business that is certified by a UKAS-accredited body and has one or more years of compliance history should be considered low risk. This is because the welfare and risk management systems have been reviewed by an accredited third party.
High risk
Businesses must be considered high risk if there is evidence of poor animal welfare or non-compliance.
New applicants that do not have one year of compliance history with a local authority or a UKAS-accredited body will be automatically rated as high risk.

If the application or renewal inspection raises concerns that the certified business may not be operating to the higher standards or controlling risks appropriately, the inspector will address these in line with the guidance on procedural issues and the risk rating score will be adjusted accordingly.
