The Affordable housing supplementary planning document (SPD) (2019) provides guidance on the implementation of the affordable housing policies of the Rushmoor Local Plan and housing delivery objectives of the Housing and Homelessness Strategy.
A core purpose of the document is to make sure that new affordable housing meets residents' needs and aspirations and supports the delivery of sustainable, inclusive communities.

Consultation on a revised affordable housing supplementary planning document
We are consulting on a revised affordable housing supplementary planning document (SPD).
The current SPD was adopted in 2019. Since then, there have been changes to the National Planning Policy Framework and Building Control Regulations and significant increases in local market rents and the Local Housing Allowance (the housing element of universal credit payments), all of which need to be up to date to provide developers with the best advice.
We are consulting on the following draft documents:
- Draft Affordable Housing SPD (2026)
- Draft Affordable Housing SPD - Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA)
Paper copies of the documents are available at our council offices reception (Monday to Friday 9am-2pm), and Aldershot Library and Farnborough Library (during their opening hours), during the consultation period.
