Business grants available during coronavirus

Grants and financial support schemes available to help businesses affected by the coronavirus crisis.

Phase 1 of the Additional Restrictions Grant will be closing for applications at 4pm on Friday 23 April 2021.

If your business meets the eligibility criteria for this grant and you haven't claimed yet, you should complete an online application form before 23 April 2021.

Restart grants for businesses

From 1 April the government announced a one-off grant payment for businesses to help plan ahead for safely reopening up again over the coming months. We have started to make awards of this grant to businesses within the business rates system that were mandated to close under national lockdown and tier 4. Emails will be sent to businesses as these payments are made.

For businesses that were not mandated to close, or received a discretionary grant, we will be contacting you shortly regarding eligibility for the Restart Grant. Individual queries regarding the Restart Grant will be addressed once we have contacted all known businesses eligible for this grant.

For businesses who have not previously received a Covid-19 business grant, we will be providing an online application form for you to apply.  This page will be updated with the application form once available, in the meantime if you have any questions please contact the business rates team using the contact details at the side of this page.

The awards for eligible businesses, within the business rates system, are based on the type of business premise and its rateable value. All eligibility criteria can be found in our pdf icon Restart Grant Scheme Policy [303kb]

Covid-19 grant schemes

The government has made grant schemes available to businesses that were affected by national lockdown and local restrictions.

There are several different grants available:

  • Local Restrictions Support Grant - (Closed) Addendum - for national restrictions from 16 February
  • Additional Restrictions Grant - for national restrictions and Tier 4

If you apply and qualify for a grant, you will receive a payment for each qualifying period. If you have already applied for one of these two grants, you do not need to complete another application.

The following grant schemes closed on 31 March 2021:

  • Local Restrictions Support Grant (Open) - from 2 to 25 December
  • Local Restrictions Support Grant (Closed) - from 2 to 25 December
  • Local Restrictions Support Grant (Sector) - for certain businesses closed from 23 March
  • Local Restrictions Support Grant (Closed) Addendum - for National lockdown and Tier 4 prior to 16 February

Before you apply for a grant, it is important that you read the information about the different grants available, as you will need to tell us which one you are applying for.

Details of the grant schemes

Closed Business Lockdown Grant - one-off payment

Following the announcement from government on 5 January, if your businesses is in the retail, hospitality and leisure sectors that are legally required to close and you claim the Local Restrictions Support Grant (Closed) Addendum, you will also receive a one-off 'top-up' grant called the Closed Business Lockdown Payment to help you through to the spring.

The amount of grant award will be based on the rateable value of the business property and grants are paid one per property.

If you have already received a payment under the Local Restrictions Support Grant (Closed) Addendum scheme, you do not need to apply for this grant. It will be automatically awarded with your next payment. 

This grant scheme will close from 31 March and any applications we receive after this date will not be eligible for this one-off payment.

Local Restrictions Support Grant (Open) - from 2 to 25 December

If your business was not subject to the main restrictions or closures under Tier 2 local Covid-19 restrictions, but was affected by them, or you had an open business that falls outside of the business rates system, you may be eligible for a Local Restrictions Support Grant (Open).

The amount of grant you receive every 14 days will be based on the rateable value of the business property. If you fall outside of the business rates system, it will be based on your fixed property costs or operations costs.

We can consider this financial support for all retail, leisure and hospitality businesses, including those in shared accommodation or a business run from home. 

With this grant, we will ask for details of monthly fixed property costs or operational costs for your business. You will also need to provide supporting documents to show this.

Local Restrictions Support Grant (Closed) - from 2 to 25 December

This grant is for businesses in the retail, hospitality and leisure sectors that provide an in-person service to customers and are required to be closed (or substantially closed their main service).

To apply for this grant, your business must meet the following criteria:

  • Occupies a property in the business rates system
  • Was trading from your business premises on 4 November 2020
  • The business is not insolvent, in administration or a striking-off notice has been made

The amount of grant you receive every 14 days will be based on the rateable value of the business property.

Local Restrictions Support Grant - (Closed) Addendum - for national restrictions and Tier 4

This is for businesses in the retail, hospitality and leisure sectors that provide an in-person service to customers and were required to close under the national lockdown restrictions, or under Tier 4. The grant is awarded on the rateable value of your business property. To apply for the grant, your business must meet the following criteria: 

  • Occupies a property within the business rates system
  • Was trading from your business premises immediately before the period of restrictions or closure:
    • 4 November 2020 for national lockdown
    • 24 December 2020 for Tier 4
  • Be subject to restrictions or closure - please see the Closing certain businesses and venues in England on the government's website for the full list 

The November National Lockdown payment will be a 28 day payment as shown below. Tier 4 payment will be pro-rata to 14 days and January Lockdown pro-rata to 42 day payment.

The latest payment on this scheme is pro-rata to 44 days from 16 February 2021 to 31 March 2021.

Applications for the Local Restrictions Support Grant (Closed) Addendum, for periods of national lockdown or Tier 4 between 5 November 2020 - 15 February 2021, will close on 31 March 2021.

What to do if you have previously applied for this grant

If you have already applied for this grant, you do not need to complete another application. We will be in touch with you soon about Tier 4 grant awards.

Local Restrictions Support Grant (Sector) - for businesses closed from 23 March

This is for specific types of businesses that closed on 23 March and have been required to remain closed.

Businesses eligible for this grant are:

  • Nightclubs, dance halls and discotheques
  • Sexual entertainment venues and hostess bars

To apply for this grant, your business must meet the following criteria: 

  • Occupies a property in the business rates system
  • Was trading from your business premises on 23 March 2020
  • Since 23 March 2020, the business is not insolvent, in administration or a striking-off notice has been made

The amount of grant you receive every 14 days will be based on the rateable value of the business property.

Additional Restrictions Grant - for national restrictions and Tier 4

Phase 1 of this scheme is closing 4pm on Friday 23 April 2021. Details on phase 2 of the Additional Restrictions Grant, business support and top-up, will be updated when details are finalised.

If your business is not subject to the main restrictions or closures but has been severely affected by the Covid-19 restrictions, or you had a closed business that falls outside of the business rates system, you may be eligible for an Additional Restrictions Grant.

We can consider this financial support for all retail, leisure and hospitality businesses, including those in shared accommodation or a business run from home. 

We will also be supporting businesses that are not required to close, but are financially affected by the closure of businesses in the retail, hospitality and leisure sector. This will include businesses that supply products and services to these businesses

With this grant, we will ask for details of monthly fixed property costs or operational costs for your business. You will also need to provide supporting documents to show this.

What to do if you have previously applied for this grant

If you applied for this grant during the national lockdown, and would like to apply for a Tier 4 award, you do not need to re-apply, we will be in touch soon about a grant award.
