About the portfolios

Each portfolio is made up of a group of services which reflect the council's strategic objectives.

The role of portfolio holders

  • Contributing to the development and implementation of the council's policies, budget, strategies and service delivery and to take the lead as necessary at Cabinet meetings on items within the portfolio
  • Taking responsibility for a range of council services and functions which are delegated to the Cabinet
  • Making decisions on specific issues within the portfolio as permitted in the Scheme of Delegation and the council's constitution
  • To be accountable to the Overview and Scrutiny Committee, the council and the local community for the portfolio

Within their area of responsibility, the portfolio holders will:

  • Act as spokespeople inside and outside the council
  • Liaise with relevant council officers
  • Make sure they have a clear understanding and knowledge of their portfolio
  • Make sure the council has appropriate methods of consultation and communication in place
  • Attend the Overview and Scrutiny Committee, and the Policy and Project Advisory Board when required

Corporate and Democratic Services portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Budget strategy and financial administration
  • Revenues and benefits
  • Data protection
  • Risk management
  • Procurement
  • Legal services and land charges
  • Human resources and payroll
  • Learning and development
  • Community development and neighbourhood renewal
  • Community and voluntary groups; twinning
  • Partnerships
  • Performance and policy

Customer Experience and Improvement portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Rushmoor 2020
  • Customer experience and improvement
  • Customer services unit
  • Customer intelligence and insight
  • Communications and branding
  • Website strategy
  • Website infrastructure
  • IT and digital
  • Projects and improvement teams
  • Facilities

The current portfolio holder is Councillor Paul Taylor

Major Projects and Property portfolio

Key roles and responsibilities

The provision, planning, management and performance of all the issues in Rushmoor relating to:

  • Regeneration programme
  • Property and estates
  • Asset management
  • Capital projects
  • Highways and infrastructure

The current portfolio holder is Councillor Martin Tennant

Operational Services portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Community safety
  • Contracts (inc. waste, leisure, grounds maintenance and street cleaning)
  • Leisure (inc. sports and recreation, parks, playgrounds and community halls)
  • Environmental health (inc. pollution, environmental control, food safety, health and safety)
  • Cemeteries and crematorium
  • Enforcement and operational parking
  • Licensing
  • Statutory housing (inc. homelessness)
  • Private sector housing

The current portfolio holder is Councillor Maurice Sheehan

Planning and Economy portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Strategic housing, planning policy and conservation
  • Development management and building control
  • Suitable Alternative Natural Greenspace (SANGs)
  • Local economy
  • Town centres (inc. public realm, street scene and entertainment venues)
  • Skills and employment
  • Museums, art and culture
