About the portfolios

Each portfolio is made up of a group of cross-cutting services which reflect the council's strategic objectives.

The role of portfolio holders

  • Contributing to the development and implementation of the council's policies, budget, strategies and service delivery and to take the lead as necessary at Cabinet meetings on items within the portfolio
  • Taking responsibility for a range of council services and functions which are delegated to the Cabinet
  • Making decisions on specific issues within the portfolio as permitted in the Scheme of Delegation and the council's constitution
  • To be accountable to the appropriate policy and review panel, the council and the local community for the portfolio

Within their area of responsibility, the portfolio holders will:

  • Act as spokespeople inside and outside the council
  • Liaise with relevant council officers
  • Make sure they have a clear understanding and knowledge of their portfolio
  • Make sure the council has appropriate methods of consultation and communication in place
  • Take part  in reviews of council services as agreed with the appropriate policy and review panel
  • Attend policy and review panels as and when required

Corporate Services portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • The council's support services, including customer services and information technology
  • Service quality and customer care
  • Human resources strategies and policies
  • Financial administration and the budget
  • Management of the council's property portfolio
  • Risk management and equality and diversity
  • Members' services

The current portfolio holder is Councillor Paul Taylor

Health and Housing portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Statutory housing responsibilities

This includes matters related to the council's housing strategies, homelessness, private sector renewal and grants, the housing register and allocations policy and registered social landlords.

  • Housing association liaison
  • Health issues and services

The current portfolio holder is Councillor Barbara Hurst

Leisure and Youth portfolio

Key roles and responsibilities

The provision, planning, management and performance of all the issues in Rushmoor relating to:

  • Sport and recreation (including leisure facilities contracts)
  • Education and life long learning
  • Parks and open spaces
  • Tourism and heritage
  • Young people
  • Childcare and play
  • Arts and entertainment
  • Rushmoor in Bloom
  • Town twinning
  • Special events

The current portfolio holder is Councillor Maurice Sheehan

Environment and Service Delivery portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Regeneration
  • Planning policy matters including regional plans and the Local Development Framework
  • Strategic transportation issues
  • Town centre management
  • Street scene
  • Parking management and traffic regulation
  • Waste management and recycling
  • Street cleaning and grounds maintenance
  • Abandoned vehicles
  • Direct service contracts relating to the portfolio

The current portfolio holder is Councillor Martin Tennant

Business, Safety and Regulation portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Economic development
  • Community safety, including anti-social behaviour and crime reduction
  • The community patrol team
  • Development Management
  • Building Control
  • Markets and car boot sales
  • Environmental health policy relating to:
    • Licensing
    • Hackney carriage fares
    • Caravan sites
    • Food, health and safety
    • Diseases and pest control
    • Control of dogs
    • Pollution and environmental control
    • public conveniences
    • travellers
    • cemeteries and crematoria
  • Sewers and drains
  • Land drainage

The current portfolio holder is Councillor Ken Muschamp

Concessions and Community Support portfolio

Key roles and responsibilities

The provision, planning, management and performance of all issues in Rushmoor relating to:

  • Applications for rate and rent relief
  • Grants and financial assistance to voluntary organisations
  • Liaison with community groups
  • Democratic renewal and community involvement including the development of working arrangements at the ward and neighbourhood level
  • Electoral issues
  • Benefits policy
  • Care in the community
  • Access for people with disabilities and meeting the requirements of the Disability Discrimination Act
  • Facilities and services for older people and people with disabilities, including the concessionary fares scheme and dial-a-ride
  • Civil emergencies
