Licensing of animal activities

The Animal Welfare (Licensing of Activities involving Animals) (England) Regulations 2018 has replaced the Animal Boarding Establishments Act 1963, Pet Animals Act 1951, Breeding of Dogs Act 1973, Riding Establishments Act 1964 and Performing Animals (Regulations) Act 1925.

Apply or renew a licence

Please contact us about licensing for the exhibition of animals by using the contact details on this page. You will need to submit your completed application at least ten weeks before your existing licence expires.

Guidance notes

Defra has issued a procedural guidance note and specific guidance notes for keeping or training animals for exhibition.

We are legally required to use the above guidance when making our licensing decisions. This will include their mandatory conditions, which we have to include in your licence.

The guidance notes contain explanatory guidance for each mandatory condition, which we also must consider when determining your application and assessing compliance with the licence conditions.
